William was born in Gouverneur on February 9, 1952, the son of Gerald Clifford and Mary Loya (Mattison) Morse.
He married Candie Kay Countryman on September 26, 1987, at the Richville First Methodist Church where he had been baptized in 1960. He and his wife were baptized together at home in September 2022. His relationship with God was very important to him.

After becoming disabled, Bill loved to expand his knowledge via the Internet. He and Candie installed solar panels on their home decades before alternative energy sources became popular in NNY.
Bill was a devoted husband to his wife, and she became his life in their golden years, they often played cards after dinner and online games together. He loved being a grandfather and great grandfather.
Bill is survived by his wife Candie (Countryman) Morse, his children Ryan Morse, Misty Dawn (Morse) Richards, Bobbie Jo Countryman-Cushman, Billie Jo (Countryman) York, Jimmy Smith Jr., Kenny Smith, and his 16 grandchildren, and 12 great grandchildren.
